U.S. Packaging EPR
Multiple U.S. states have already implemented Extended Producer Responsibility (EPR) programs for packaging. California, Colorado, Oregon, Minnesota, Maine, Maryland, and Washington all have EPR programs in various states of maturity that require prompt, strategic producer action.
EPR requirements include registration with a Producer Responsibility Organization (PRO), complex and accurate data reporting, and paying annual fees based on packaging type and volume.
Missed deadlines can lead to hefty fines (up to $50,000 per day in California) and disrupted business. Is your company prepared to meet these expanding requirements?

2027 EPR Compliance Timeline
As of 2026, May 31 is the annual deadline for six states to submit their EPR reports on data from the prior year. But the patchwork of EPR laws means producers still face:
Simplified reporting in some states and full reporting in others.
Additional source reduction reporting in California.
Different fee categories and rates in each state.
Different producer definitions and exemptions in some states.
Varying fee structures and eco-modulation.
If you sell packaging or paper products into any U.S. state with an EPR program, the complexity of compliance is scaling. Snaplinc is ready to guide you through the process from beginning to end.
Unified reporting, different execution.

Fees are based on how much packaging you put into each state, by weight and material type. Each material category has its own per-pound rate and harder-to-recycle materials generally cost more. Fee schedules and eco-modulation are set by each state and adjusted each year.
